Emergency Measures Organization (EMO)

Aim of the Emergency Measures Organization Plan:

The plan of the Municipality of the District of St. Mary's has been prepared as a guide for all personnel responsible for the direction and co-ordination of the Emergency Services in the event of a Municipal emergency.

A natural or man-made emergency can occur at any time. Natural causes that might result in emergencies include forest fire, river flooding, blizzard, or windstorm. Emergencies resulting from man-made causes include airplane disaster, pollution, toxic gas/chemical spill, serious auto accident, fire, utility failure, structural collapse (building/bridge).

The purpose of this plan is to lay down a plan of action for the efficient employment of all services required in order that the following be attained:

  • The quickest response possible
  • The control facility be set up at the scene and/or elsewhere depending on the nature of the emergency
  • Crowd control imposed so that future damage will not result
  • Rescue of threatened persons with minimum delay
  • Immediate action taken to eliminate sources of potential danger in the area of the accident
  • Evacuation of hazardous locations
  • Restoration of normal services as quickly as possible
  • Supply of factual information at the earliest possible time to officials, news media, and concerned individuals seeking personal data.

Control Group

All emergency operations will be directed and controlled by a group of officials called the 'Planning Committee'. This committee shall consist of:

  • Emergency Measures Coordinator who can serve as chair
  • The Municipal Clerk & Treasurer or designate
  • A representative of the Sherbrooke Branch of the RCMP
  • The Fire Chiefs of every Fire Department in the Municipality
  • The District Supervisor of St. Mary's Community Services
  • Superintendent of Public Works
  • Medical Health Officer, who may be a physician or nurse who has a knowledge of access to hospital facilities.

The Planning Committee Control Group (all or a portion) will assemble at the scene of the incident. If the emergency is wide-spread (eg. hurricane or snow storm), the Committee should assemble at the Municipal Office in Sherbrooke. Decisions by the Committee should be done through the process of joint decision making and sharing of information. Elected municipal officials should be available to act as a policy group, providing direction to the Planning Committee who will direct the emergency services required.
